Welcome to the City of Dubuque Housing & CD Waiting List for the Housing Choice Voucher (HCV). The Waiting List will be available online on the second Tuesday of the Month for 24 hours.
The Project Based Waiting List is available on the third Wednesday of the month for 24 hours. Project Based Vouchers will only be offered to those that are elderly, disabled, and NEED assistance with daily activities such as getting dressed, managing medications, housekeeping, preparing meals, etc.
For HCV: Not all applicants will be placed on the waiting list. A random selection will be made once the waiting list is closed. Winners will be notified by mail. Those who did not win the lottery this month will NOT be notified and will need to reapply the second Tuesday at the next available opening.
Applications are made available online from 12:00 am until 11:59 pm.****Please Note: Phone assistance is available from 8:00 am until 4:30 pm. Paper applications will be accepted via Housing Drop Box, email, or Fax during normal business hours from 8:00 am until 5:00 pm.
Applications will not be accepted prior to the opening of the waiting list nor will they be accepted after.
