The Charles City Housing and Redevelopment Authority’s (CCHRA) goal is to improve the quality of life for clients by providing affordable housing.  The available programs include the Section 8 Housing Choice Voucher Program and the Public Housing Program. The Section 8 Program provides help with rent for families living in a rental unit owned by a private landlord within the city limits of Charles City.  The Public Housing Program provides apartments with reduced rent and consists of the following apartment complexes:
Morningside Apartments – 2 & 3-bedroom townhouses.
North Cedar Terrace – 1-bedroom units (limited number of wheelchair accessible units)
South Cedar Terrace – 1 & 2-bedroom units

To be eligible for participation in all programs, the families must meet federally determined income guidelines and pass a limited criminal background screening. Applicants to the Public Housing Program must also have a favorable rental history.

Applicants to each program are placed on a waiting list.  Placement on each list is determined by the preferences applicable to each household.  Elderly and/or disabled applicants are given an admission preference to the North and South Cedar Terrace Apartments. You may apply to any of the waiting lists.  However, eligibility for the public housing units is also determined by occupancy standards in addition to the income guidelines.  For instance, a family of three, does not qualify for a one-bedroom unit or a family of one does not qualify for a three-bedroom unit.
The preferences claimed by each family must be verifiable.  If a family fails to qualify for a preference, they will be placed back on the waiting list with their original date and time of application without the preference.  This will affect the length of time the family must wait for assistance.
