Waiting List Open Enrollment Site
The Housing Choice Voucher (HCV) Program is a federally funded, locally administered rental assistance program that provides a subsidy for low income families, persons with disabilities, and the elderly to rent in the private market. Applicants must meet all income and eligibility requirements as outlined by U.S. Department of Housing and Urban Development (HUD).
When: Pre-applications will be accepted ONLINE only for the Housing Choice Voucher Programs Waiting List. The Waiting List will open Wednesday, September 13, 2023. All pre-applicants will have an equal opportunity of being selected.

How: Pre-applications will be accepted online only. Submission of a pre-application does not guarantee placement on any Waiting List. Only one pre-application per family will be accepted. Duplicate applications will be rejected. Paper applications will not be distributed or accepted.
Where: Pre-applications can be submitted ONLINE with the use of a personal computer, laptop, smart phone, and tablet. There are multiple locations around the Eastern Shore that will offer computer access to submit the pre-application. Pre-applications will not be accepted at the Department of Housing & Community Development Eastern Shore Office.
Information needed: Names, Social Security numbers, birthdates and income information for everyone in the household is required in order to complete and submit an application. An email address is optional. If you do not have one, the application process will allow you to create one. If you need assistance in another language, Google Translate will assist you during the application process.
Selection Process: The waiting list placement will be based the preferences of the individual living or working in the Town of Elkton. Submission of a pre-application does not guarantee placement on the waiting list, eligibility or an offer of a Housing Choice Voucher.
Reasons for denial of pre-applications: Pre-applications will be removed from the waitlist if any of the following are determined at the initial interview:
· Assistance may be denied if an applicant is found to have engaged in criminal activity
· Persons convicted of manufacturing or producing methamphetamine.
· If any family member has been evicted/terminated from a federally-assisted housing program in the last five years.
Criminal background checks and screening for previous tenant history in assisted housing is conducted at the time of the eligibility interview for all adult household members.
Reasonable Accommodation: It is the policy of the DHCD to provide reasonable accommodations to those persons with disabilities so that they can participate equally in its housing programs.
