St. Paul Public Housing Agency

The Saint Paul Public Housing Agency (SPPHA) will begin accepting online applications for the Bring It Home (BIH) Program beginning on November 4^th, 2026, at 8:00 AM (CST) through November 10^th at 11:59 PM (CST).

To be eligible for the BIH program, applicants must live in Minnesota, pay more than 30 percent of their household income towards rent, and not currently being assisted by a federally funded Section 8 program. Applicants must be willing to live in Saint Paul as BIH vouchers cannot be used outside Saint Paul city limits.

Applications will be accepted online only, 24 hours a day. Applications will not be available at SPPHA offices. Fax or e-mail requests will not be accepted. The PHA will not provide telephone assistance to complete an application. Applicants needing reasonable accommodation can submit a written request to the PHA’s Office at:

To complete the application online, you will need:

·         Social Security Numbers for all members of your household.

·         Your household income information.

·         An e-mail address. If you need an email address, please visit www.gmail.com to create one.

The BIH Program provides rent assistance to households with low incomes (HUD’s Definition). To qualify, annual gross household income cannot exceed these amounts:

Once your application has been submitted, it is recommended that you print a copy of the confirmation page. The confirmation page will also be sent to you via email.
